Whitson Contracting and Management, Inc. (WCM), was formed in late 2002 when it signed a construction management agreement to construct $65 million in roadway and heavy civil projects in San Diego, CA. Three of the projects were Caltrans' permit projects along I-15 in Rancho Bernardo. In each instance, WCM acted as the owner's agent and the agent of the District and/or municipality. We represent the interests of all of the project's customers; the owner, Caltrans, the municipality, the contractor(s), the sub-consultants (geotechnical engineers, special inspectors, etc.), and the public. By utilizing our vast experience in engineering contracting and environmental compliance; our personnel work with the project's customers to achieve the project's goals ahead of the scheduled completion date and below budgeted costs. This is the cornerstone of our success: Understanding all of our customers and providing to them the highest level of satisfaction.

WCM has been on the forefront of a construction industry that is undergoing dramatic changes in how it needs to operate. No longer can environmental issues be of a secondary concern, they must become an active part of the construction process (similar to how safety programs are seamlessly integrated into the construction processes).

Since the development of the Environmental/Storm Water Compliance Division within WCM, the division has added value and understanding to all of its projects and customers. By understanding the applicable laws, regulations, and project requirements, WCM implements a practical cost effective program to obtain full compliance.

In Construction Management, WCM acts as an owner’s designated representative on engineering construction projects. WCM manages the design and permit process; writes all project bid documents; writes all contract documents including consultant agreements; manages the construction process; writes all contract change orders; manages SWPPP; manages the design engineers, City and/or Caltrans, geotechnical engineer, surveyors, biologists, paleontologists, archeologists, and applicable utilities; closes out the project; assures client, City and/or Caltrans acceptance of the project; and obtains bond releases.

WCM is a Certified Small Business Enterprise (CA DGS#0037019). We are centrally located in North County San Diego and serve all of Southern California. Our staff is entirely composed of Certified Professionals in Storm Water Inspection, Erosion and Sediment Control, Qualified SWPPP Practitioners (QSP) and Qualified SWPPP Developers (QSD).
