Who We Are
Whitson Contracting & Management, Inc. (WCM) is a heavy civil construction management firm, environmental stormwater compliance consultant (CGP, IGP, MS4), design-build engineering general contractor, and stormwater treatment systems specialist.
Whitson CM’s unique expertise in the fields of construction management, general contracting, and environmental regulation provides us with not only an intimate knowledge of the construction and management process, but a keen eye for how those processes impact the surrounding environment. In any capacity, Whitson CM is committed to ensuring that your project’s goals are met on time and under budget.

Our Story
Whitson CM was founded by our namesake, Mitchel Whitson, in 2002 as a heavy civil public works and site development firm. Starting off as a small CM firm focusing on managing projects in the northern areas of San Diego County, our breadth of services and experiences have since grown exponentially.
2007 saw the formation of our firm’s stormwater division, which quickly matured into a full-service environmental compliance consultancy. Our expansive portfolio has only grown from there, merging our core competencies as a firm to establish a design-build stormwater treatment system division, among other expansive services.
As of 2023, Whitson CM has grown to perform a variety of services across the state and larger southwestern region and has managed over 1000 projects for both public agencies and private contractors.
Our Team
Our team is composed of individuals with a wide range of professional and educational backgrounds, including environmental science, environmental engineering, construction management, civil engineering, hydrogeology, and hydrology.
All members of the team are fully licensed and certified to perform stormwater compliance management and inspections, including State Trainers of Record (ToRs), QSDs, QSPs, QISPs, and CPESCs.
In addition, our team members have substantial professional experience in managing compliance programs and projects, including MS4 Stormwater Program Administration.
Our Experience
Whitson CM’s first construction management contract tasked us with building over $70 million in roadwork and heavy civil projects, including Caltrans permit projects along the I-15 in Rancho Bernardo, CA. Since then, Whitson has managed or consulted on over 1000 projects, in our role as a construction manager, stormwater consultant, or design-build stormwater treatment contractor.
