Our approach to the Rialto Village retail development in Rialto, CA, completed in August of 2023, was no exception. Our team was originally contacted to develop a low-cost, innovative stormwater treatment solution for the site; our team was later recommended to develop a full, workable site development budget after financial constraints had prevented the project from moving forward.

After Whitson CM re-examined the project’s finances, we were able to cut 1.7 million dollars out of the owner’s original site development budget. Our experience as a construction manager proved useful in navigating the complexities of the project, and we soon negotiated a price to become the site development general contractor.

Once the project began in earnest, multiple design changes brought on by shifting municipal requirements for the site’s stormwater treatment system required us to utilize our problem-solving acumen to ensure the project was completed in time and within budget. Beyond the city’s changing requirements for our stormwater system, the site was also plagued by one of the wettest winters on record, extreme limits imposed by the site’s grade, new building design requirements, and inflexible occupancy dates for the site’s tenants. Despite these challenges, Whitson CM was still able to finish the project on schedule, implementing a workable stormwater treatment option that satisfied all parties while maintaining flow rates despite the limits imposed by the site’s grade.
