Experience Statement

Formed in 2002, Whitson CM immediately began work on managing $65 million in roadway and heavy civil projects in San Diego, CA, three of which were Caltrans’ permit projects along the I-15.

Since then, Whitson CM has managed dozens of heavy civil projects across the state of California. One example is the construction management work Whitson CM performed at 4S Ranch (a 2,900-acre community that is adjacent to Rancho Bernardo which features 4,715 single-family homes and townhomes) in San Diego. Many aspects of the projects within that community were faced with significant challenges; on the Carmel Valley Road project, the new finish surface elevation of the roadway was 42 ft below (in solid rock!) a 36” non-welded water transmission main. By working with San Diego Water Operations and the engineers, we were able to redesign slope cuts, construct retaining walls and create a 48” by-pass that became part of the new Rancho Bernardo pipeline project. This project also demonstrated our ability to fully comply with all environmental agencies, as this roadway was constructed in Black Mountain Ranch (BMR) while BMR construction was shut down by the San Diego Regional Water Quality Control Board under a Cleanup and Abatement Order. We were able to move over two million cubic yards of soil and rock that cut through the Black Mountain watershed above Lusardi Creek under the microscope of the San Diego Regional Water Quality Control Board stormwater inspectors throughout three rainy seasons.
