Site Development

Whitson CM specializes in managing site development and offsite public works construction projects. We have extensive experience in all aspects of heavy civil site construction and have acted as a construction manager, general contractor, subcontractor, and consultant. This variety of experience provides WCM with a unique understanding of the details required to construct a successful project. Most importantly, we are equally experienced in private development and public works; this expertise is invaluable in constructing public works permit projects for private owners and developers.

Our extensive experience in all facets of site construction provides our staff with the ability to anticipate potential issues and take a very proactive approach to managing a project. Much like our construction management projects, we focus on mitigating potential challenges, offering effective solutions, and minimizing the financial risk to our customers.

Experience Statement

Whitson CM has extensive experience in site development, whether in a construction manager role, as a general contractor, or in other capacities. While our firm has been involved in heavy civil site development since our founding in 2002, many of our staff have been active in the field in other capacities since the 1980s, bringing careers’ worth of knowledge and expertise to bring our projects to speedy and successful conclusions. Whitson CM’s resume of completed projects is not only a testament to our commitment to excellence but in our problem-solving acumen.

One poignant example of our work in site development is the completion of the La Costa Condominium project in 2013. The La Costa Condominium project had been a challenge to get constructed since the 1970s. Slope failures, litigation, design difficulties, and geotechnical restrictions made construction cost-prohibitive. When Whitson CM was hired to move this project forward, the first item of business was working with the engineers to amend the plans and specifications so the project could be built. Through this process of design revisions and realistic budgeting, the owners felt confident to move forward with the permit process and ultimately the construction. The site development portion of this project was budgeted at $6 million and final costs came in at just under $5.5 million.

Construction Management and Stormwater Inspection services were performed to build La Costa Condominiums. Scope of work included slope failure repairs and reconstruction, site earthwork, CMU retaining walls, wet utilities, dry utilities, AC paving, site concrete, irrigation, and landscape.

Whitson CM developed a multi-prime contracting system for this project. All bid and contract documents were developed by Whitson CM for all site trades. Whitson CM provided full-time site management and supervision. Both CPM and weekly schedules were developed, reviewed, updated, and enforced. Project and work task safety was reviewed prior to and was tracked during construction activities. Whitson CM coordinated all applicable inspections from agencies to third-party inspectors in order to ensure project acceptance. All contract administration activities were performed by Whitson CM, including review and approval of change orders, progress payments, submittals, RFIs, inspection records, correspondence, daily reports, SWPPP inspections, rain event sampling, and as-built documents.
